rtvscand is anti-virus, every time you copy a file it starts up to scan the file. When copying a very large collection of files this causes the CPU to deadlock, and essentially disable the machine's ability to keep copying. This results in transfers taking up to 4/5 times (in my personal experience) longer than on a Windows machine right beside it.
